Being about two years agoe ordred by the Committee of the house of
Lords Spirituall & Temporall to giue their Lordships an Account of the severall
Governments, and their Ministers upon the Continent of America, I did in
Answer thereunto inform their Lordships that Mr. Penn was Proprietary of
the Province of Pensilvania, Mr. William Markham Deputy Governor, and
Mr. Patrick Robinson Secretary: a Scotchman without any Personall re
flection upon him or the Government in so writing
