Sir

The Inclosed are what I sent to the Assembly To bee shewn to the
Lords if they think fitt and convenient I dont know If I may by
my commission or Instructions Sitt as Judge If there bee occasion
as most certainly there will if the King has any cause depending
for the people in generall Think itt no crime to defraud the King
I pray Sir lett me know your opinion in this matter.

The two of the councell whom I hinted in my
Letter to the Lords are Greene and Walker, who have perswaded the
assembly to those Insolent attempts against the Kings rights, and
prerogative, as you'll find in my Letter to the assembly. The latter
was put in by mee, by Greens perswasions, before I found out his
Seditious humor, Others are very unfitt for kings Service, but
it's a time now of danger, Therefore, I don't proceed to suspend
any, but the Six persons (I have named to the Lords) are doubtless
much better than any of the present Councell for his majesties
Service; The have much Loyalty, and are of much more generous
disposition, than any others in the Island; I have sent the truest
account of the Wreck I could procure; The Tenths being received only
and bonds given for the remainder of the moiety. now it remaines due
17613 Pounds, The bonds being all in Sir Robert Robinson's hands,
Or else hee has clandestinely compounded with the Kings Debtors,
I send this only to you, that you may make what use you think
fitt of itt

If I don't mistake my Instructions, I am obildged to returne the
Accounts therein required, and coppies of the Lawes
As well To the Secretary of state as To the Lords of The
comittee for Trade &c: I have done so now, But I pray Sir
Your directions If I am oblidged to doe itt for the ffuture
If by the accout, I have given of the scittuation of Bermuda
his Majesty finds itt of such consequence as to make
better provision for the defence of the Islands by sending
Forces over, And That there bee any Profitable Comand

I beg

[Page 2]

I begg the favor from you, To move for mee and Collonell
Jenkins, mentioned in my Letter to the Lords, who'll
answer his Chacater, For here's little or no perquisites to
a Governor or any other, of his Majesties Officers, And liveing
here is very chargeable, my Sallary won't discharge my
necessary disbursements. I am really asham'd to
aske any favors of you, being conscious to
myself I have merited none, I hope you'll
give me your pardon, being my misfortune not
neglect, which shall soe appear, when ever any
opportunity offers to

Sir your ffaithufll Servant
Isaac Richier.

12 May 1691

I ask the honor of your commands which shall be exactly
obey'd.
